i don't think my niece, at the high school, has a single textbook she calls her own... any textbook she does have, is in such a decrepit state it's embarrassing

"Report: Weak fiscal oversight allowed Brockton child care scheme"
A severely outdated system of fiscal controls allowed Brockton school employees to receive free or heavily discounted services from the district’s public child care program, according to a review recently conducted by the Massachusetts Department of Early Education and Care.Four Brockton public school employees and one former employee received nearly $10,000 in unpaid services from the Smart Start program at elementary schools in the city, with fraudulent scholarships used to get free or heavily discounted child care, according to the review.
The Department of Early Education and Care conducted an on-site review at Brockton Public Schools during the summer. It recently released a report that called on the school district to retroactively pay the state for services that were discounted improperly, and to develop a plan to prevent it from happening again.
The state review placed blame on a “severely outdated” system of fiscal controls kept in place by Brockton Public Schools, as part of a policy that was last approved in August 2002.

One specific detail would be the dollar amount the school system must reimburse the state and from what account they will get the money.
