Property Revaluation Notice
The City of Brockton Assessors’ Office has currently concluded the state mandated property revaluation effort for fiscal year 2017. The office contracted with Tyler Technologies to provide visual exterior property inspections of all real estate and extensive assistance in the development of the valuation process and values.
Property values are developed by a thorough analysis of all market and sale activity which occurred during calendar year 2015. This includes the review and coding of all sale transactions, market lease and vacancy activity. The assessment date for this fiscal year and tax bill is January 1, 2016.
The final analysis of market activity and proposed values are then reviewed by the Department of Revenue-Division of Local Services (DLS) to ensure fairness and equity among and between all property types. The valuation analysis and subsequent proposed values must adhere to strict standards established by the DLS.
As of October 28, 2016 the listed proposed values HAVE NOT received Preliminary Certification from DLS.
THE FISCAL YEAR 2017 PROPOSED VALUES ARE AVAILABLE FOR YOUR REVIEW MONDAY, OCTOBER 31 THROUGH NOVEMBER 4, 2016 AT THE FOLLOWING SOURCES;

I no longer have property in Brockton, but just for kicks, I looked up my old house and my dad's (house I grew up in) next door. My Dad's house still has a picture from when he lived there before he passes away in 2002. His car is in the driveway. Looks like the city is paying someone to not update their files.

Same here. My aunt's house looks like it was just built with little saplings for bushes, yet it is several decades old. Our photo is from 2006. Shouldn't there be some proof (updated photo posted) that the house is actually valued on what it looks like today? Her neighbor built a large addition in 2014 and it is not included in the drawing or photo. The houses in the neighborhood are all identical in size and structure, but yet the proposed rate on the large one is lower than hers. Something is wrong there. Though that article says the new values are only available until November 4, they are still there.

I took a close look at the data card as well. Many errors. I have Central Air, card said N.
we have had multiple permits pulled and our card doesn't indicate them. Recently the card did note. And my house picture is as well woefully old.

"The chairman of the Brockton Board of Assessors was confronted during a recent City Council meeting with questions over large abatements that reduce property taxes for certain businesses and individuals in the city.Calling it "a problem," Councilor-at-large Winthrop Farwell questioned John P. O'Donnell, the chairman of the board of assessors, over the Lowe's home improvement store property in the Westgate Mall area. Farwell pointed out that, in July 2011, the big box business bought its 16.1 acres of Brockton land and a couple of buildings in two pieces, one transaction for $12.5 million and another for $3.5 million. But the property is now assessed by the city at $10.48 million, said a skeptical Farwell.
"O'Donnell declined to get into the specifics of the process, citing restrictions outlined in state law. Then the board of assessors chairman repeatedly said it was not fair for Farwell to ask him about the situation without providing any advanced notice so he could review the case. "I can't talk about this stuff," said O'Donnell, who shook his head and shrugged, before motioning to City Solicitor Philip Nessralla.
"But O'Donnell and Nessralla confirmed that the Brockton Board of Assessors settled with Lowe's after it filed for an abatement. O'Donnell defending the decision, describing the the July 2011 property purchase by Lowe's as an invalidly inflated sale. "It was not an arm's length transaction," O'Donnell said. "It's not a valid sale ... I have the deed and did research on the deed. I don't think this is a proper venue to talk about this. I'm not supposed to talk about how the abatement was granted."
The 115 and 130 Westgate Drive property was sold for $12.5 million to the North Carolina-based Lowe's by Campanelli Properties LLC, with the deed signed over by Ronald Campanelli and Robert DeMarco, according to records at the Plymouth County Registry of Deeds. The $3.5 million transaction, however, was for a quitclaim deed, signed off by trustees from the Mucci family that owned and developed the Westgate".

We won an abatement a few years back by pulling comparable sales and pointing out errors on our property card. In our case, we were charged for many years for things we did not have. This is why I believe we are entitled to a current photograph and, if they increase the value, documentation should be available to view supporting their claim. If they had someone drive by every residence to record a new value, a dated photograph should be a required part of that process. That is another thing. My photo is dated. Others on the street are not. Why the inconsistency?
