Carpenter's Emails
But that's neither here nor there.
With respect to Hillary's emails, the reason that this will never be prosecuted is that everyone who emailed her would be subject to prosecution. Up and down every chain of government and any military who may have sent an email (or cc or bcc, etc) to clintonemail.com.
These people knowingly sent email to a non-authorized email address (unless of course they reported it - but we have not heard that this is the case). This will go nowhere.

Look he's busy, we are all busy. But expense reports are required by private as well as public entities.

" A request for public records on the out-of-state travel of Brockton Mayor Bill Carpenter has not been met for four months.'The Enterprise made a request for the public information on Jan. 19 on Carpenter’s out-of-state trips since he first took office in 2014. The newspaper asked for the destination, duration, costs of each trip, the names of people he traveled with and copies of receipts.
During a recent interview with the newspaper, Carpenter said he has been putting off filing paperwork related to the travel."

because he's using the 'nothing to hide argument' to justify the inquiry...

...in matta's case, since carpenter holds public office and is bound to have a private email- because virtually every human on earth has one- he is using a law to justify peering into it with the 'nothing to hide argument' with the hopes that carpenter has done something illegal

"The state public records law says all documents related to government business are available to the public. There are some exceptions – lawsuits, contract negotiations or private personnel matters. Emails the mayor sends or receives about street paving, his views on drug addiction, fire safety and the like are not exempt from disclosure. If they were written, received or stored on the city’s computer – This email address is being protected from spambots. You need JavaScript enabled to view it. (cob being City of Brockton) – you can get them and read them for payment of a reasonable fee. Carpenter, for what he says were reasons of convenience, did some of his city business through his personal Gmail account, and there is nothing illegal about doing that. The state’s guide to the Public Records Act says, however, that records such as emails created through private accounts “shall be transferred on a regular and frequent basis to secure storage” on government computers. That’s a guideline, not a requirement of law. Still, Carpenter has been mayor since January 2014, and has not bothered to move his work-related emails from his Gmail account to the city computers. He should have."
And as the editorial goes on to say, Carpenter promised transparency.
"Mayor Carpenter promised transparency and openness when he took office. This use of a separate, private email account seems counter to that, as does the $10,000 fee. And at a time when the mayor is facing so many questions about his handling of the power plant, Marciano Stadium, the Aquaria water plant and the casino deal, the last thing he or the city needs is secrecy in any form."

"The Massachusetts House and Senate each voted unanimously Wednesday to advance to Gov. Charlie Baker's desk a compromise bill that represents the first major overhaul of public records access laws in 43 years. In addition to requiring state agencies and cities and towns to designate records officers to field requests, the proposal requires public agencies to provide requested public records within 10 business days, while allowing for extensions beyond that deadline capped at five business days from the original request for a state agency and 15 for a municipality. The bill further caps the length of appeals if records are denied and requesters appeal to the Secretary of State.
The bill (H 4333) also encourages public agencies to make electronic public records more readily available to requesters when records are already in electronic formats, and limits the costs public entities may charge for making copies or for employee time spent assembling records."This is a core issue of making our government, our democracy accessible to everyone," said Sen. Jason Lewis, a Winchester Democrat who served on the six-member conference committee that agreed to a consensus bill this week. "Public records are, as the name says, public."

I'm not a supporter of Carpenter and I believe there's other Issues with him in other things. But, IMO, there's nothing wrong with his travel. It's comparable if not less than other Mayors.

Budget starts at 6:30. Mayor and his departments up first with his budgets. Should be interesting.
"The failure to document his travel expenses and the use of the private Gmail account for city business is indicative of an office holder who is not paying attention to what is required and expected of him as mayor. The city and the mayor have some major ongoing issues to address. It would help if the mayor had a more acute awareness of what the public has a right to know and when."
