This is not acceptable. How did this person pass a Cori? Did Carpenter not learn from the 4million Dollar Discrimination suit the COB lost and now WE, THE TAXPAYER, must pay. Remember this when you cast your vote in November. I urge you to read the entire article as there is much more. Also go to Farwell's FB page as he has detailed his concerns as well.
Here is some info from Farwell's Public Facebook Page:
"The City Council passed an ordinance, now in effect, mandating that vacant city jobs be posted, candidates be interviewed and background checks be completed before hiring. The goal was to hire the best possible applicant.
This was in response to a suit where the city was ordered to pay $4 million to a prior job applicant. PLEASE READ THIS STORY and you decide if this was done. I don't think so and after all, you pay for these positions.The Council can pass legislation but if the administration chooses to claim a former police chief, now deceased, can sway the hiring process as reported in the story, the selection process becomes less than open and transparent. Further, how could the former chief even know many months ago and prior to his death this position would become available? At some point, folks, only voters can change the practices of the city administration. One last thing: On 7/3/2017 this newly hired employee made a $250 donation to the Bill Carpenter campaign. Now that is quite a coincidence."

Other than Carpenter, no other elected officials in Brockton have spoken to The Enterprise in favor of Docanto's hire thus far.
"Noel Docanto was fired in 2005 by the Boston Police Department for assaulting a civilian, according to the department. The alleged assault took place two years earlier, with surveillance images showing a group of men viciously beating the victim in the parking garage at the Prudential Center. Docanto then folded up the license plate of his car in order to get away with the assault."

So what can we do? This is the problem with Carpenter. Done deal, nobody can change it. That is what everyone keeps saying about the Meadow Woods project on West Chestnut since Tutto Bene Albanese is a long-time friend who also was granted a nice easy job at COB. Albanese, an attorney, business owner, and land developer undoubtedly does not need another job. The same representatives who oppose the cop hire also oppose Meadow Woods, but all seem powerless to help. Why is Farwell not running against Carpenter? Does he think another two years will seal the deal when the City is completely ruined? I would love to know how we can change this.

The city officials hired Noel Docanto to be a code enforcement officer for the city's Board of Health, even though Docanto was fired in 2005 by the Boston Police Department for assaulting a civilian. The incident took place two years earlier, with surveillance images showing a group of men viciously beating the victim in the parking garage at the Prudential Center. Docanto admitted to sufficient facts to prove his guilt for a charge of assault by means of a dangerous weapon (shod foot) in 2003, according to court documents, but his criminal case was continued without a finding for a year. He was fired, a decision which was upheld by the state Appeals Court when the police union contested it. While Tartaglia hasn't commented, Carpenter has defended the decision to hire Docanto, mostly saying that the late Brockton Police Chief Bob Hayden had endorsed hiring Docanto as a cop, never mind a Board of Health employee. Such behavior will never cease unless the people start doing something about it instead of just wagging their tongues.

Discrimination Case filed.
“An applicant for a Brockton Board of Health job is claiming discrimination, after the civil code enforcement position was filled by the city with a former police officer who was once fired for assaulting a civilian. Salem-based attorney Michelle Carnevale said she filed a complaint with the Massachusetts Commission Against Discrimination on behalf of a Brockton woman who applied during the summer for the Board of Health position.’
“The position was ultimately filled by the Board of Health and Brockton Mayor Bill Carpenter by a disgraced former cop named Noel Docanto, who was fired by the Boston Police Department in 2005, after being caught off-duty on a surveillance camera video participating in a group beating of a civilian. The controversial hire was roundly criticized by local elected officials who spoke to The Enterprise after it broke the news on Aug. 31.”
Carnevale declined to comment in detail about the discrimination complaint, but the lawyer said she filed it on behalf of Jasmine Hodges. Carnevale described Hodges as a woman in her 20s.” She has a Masters Degree in Public Health

I'm offended!
Discrimination? I think someone needs to find the meaning of the word.
It appears the mayor is using his own definition.
All positions have someone higher than you. Why isn't the Attorney General
or someone else stepping in?
A fired police officer has no rights to ANY city position!
I'm tired of my taxes being wasted on such idiotic antics and i want it stopped!
This is a total embarrassment to our city!!!

Too bad this didn't make the news a lot sooner so people could digest what he did.
