Power Plant Agreement
Decision driven by low energy prices, little expectation of near-term market structure improvements and increased operational costs.
I know oil prices are low but who's getting low energy prices for electricity?
This certainly can't hurt the Brockton plants efforts, or desire to build. And with Pilgrim and the Brayton coal plant closing, the ridiculous argument that the power is going to CT, is moot.

"Low current and forecast wholesale energy prices -- brought about by record low natural gas prices, driven by shale gas production -- significantly impacted Pilgrim’s revenues. The market price for delivered natural gas in New England has dropped substantially because of the influx of shale gas and policy-related issues, and that in turn has driven down power prices. Current and forecast power prices have fallen about $10 per megawatt hour, an annual loss of over $40 million in revenues for Pilgrim.
Wholesale energy market design flaws continue to suppress energy and capacity prices in the region, and do not provide adequate compensation to merchant nuclear plants for the benefits they provide. These benefits include onsite fuel storage, reliability, carbon-free, and large-scale 24/7 energy generation. Efforts to correct these market design flaws are too slow in coming to reverse the harm. Looking ahead, unfavorable state energy proposals include efforts to subsidize renewable energy sources at the expense of Pilgrim, provide above-market prices for hydro power to utilities in Canada serving about one-third of Massachusetts’ electricity demand, and a recent order which would further lower the price of natural gas and increase the region’s reliance on it.

"All sitting members of the Planning Board approved the measure, with the exception of Ollie Spears, who abstained from the vote. “We’re far beyond halfway and almost all the way,” Fogel said. “There are a just a couple of more permits down the road. We’ve been winning every legal challenge that people bring, and we expect to continue to do that.”
I do wish instead of providing money for another Soccer Field, they'd give the money to the baseball/softball fields in Brockton.

It doesn't matter in terms of the final vote since it was unanimous, but would like to know why Mr. Spears abstained. Abstaining usually means you have a conflict?
There are 3 new CC? I know Farwell has been on record against PP. any ideas on the other two stances?

That's 100% BS. He was not asked about the actions taken by the board or a discussion held in executive session. This is the guy who thought he was qualified to sit in the City Council?
Hey Ollie, you can silently resign the Planning Board for "personal reasons" or wait to be removed for cause.
The cause , you ask? Because you are not doing the job.

It was an obvious delaying tactic. The planning board must follow specific criteria of compliance. The plan before the board was obviously compliant as the final vote indicates.
Spears should stick to things he knows.....ah....ah ah.... like serving turkey dinners without a food handlers permit??

" However, Brockton Power has left just one party, the City of Brockton and its current mayor, Mayor Bill Carpenter in the lawsuit. "

"Earlier this year, current Brockton Mayor Bill Carpenter forged a deal that would provide the city $82 million over 20 years from Brockton Power, if the company can operate the proposed plant. The deal would also do away with the $68 million civil rights lawsuit Brockton Power filed against the city and its leaders."
So I'm not a lawyer, but by removing the lawsuit from CC, does it make it easier for PP to make deal directly with Mayor? The CC would now have to prove Mayor doesn't have the authority to make deal without CC? I'm not sure CC would win that fight?
