Time to start its own topic, this issue not going away. The Enterprise Through FOIA requested the names of the other eight applicants that allegedly applied for the BPD Spokesperson that was handed to Duarte. Much handwringing from the Cities now full time, highly paid Law Department occurred. They then issued their not surprising ruling. They refused the Enterprise's request. You can read their rationale in the link.hiwever, unbiased experts indicate the City is wrong. Next step will be to go to the Secretary Of State for a ruling,

"Attorney Rob Bertsche, an expert in law related to the media, who is based in Boston at the firm Prince Lobel, said that he believes the Brockton City Hall position is not supported by the Massachusetts public records law. “At the very least, it is clear that the city is required to inquire of the finalists whether they would consent to disclosure of their names, and to disclose at least the names of all those who consent,” said Bertsche, in an email to The Enterprise. “But I believe the public records law requires even more than that: Since these are finalists who have already passed a preliminary screening, I believe the city is required to disclose their names even if the finalists don’t consent.”
Bertsche said, in this case, the privacy interest of the applicants is trumped by the citizens’ right to know and discuss the identity of the various finalists – “and to decide for themselves whether they think the police chief made the right choice.” Bertsche said the city’s argument that it is not required to produce applications and resumes of applicants misses the point entirely, especially because The Enterprise did not request applications and resumes. The newspaper only requested names of the finalists. “In short, the city’s response gives undue weight to the finalists’ privacy interest, and insufficient weight to the public right to evaluate the Police Department’s performance in filling this position,” said Bertsche, who has worked as an adjunct professor in communication and media law at Boston College and Tufts University. “The public records law is designed to be construed in favor of disclosure but, in its response, the City of Brockton has turned that presumption upside down."
Also good for the Enterprise for pressing this issue.

Not wanting to disclose such simple information smells of hiding something.
Seems the public is always in the dark on almost all issues. Just do as I say is our message.

Meh, I don't care if the sweep a little dirt under the table. The streets are getting cleaned up, busts are being made and scumbags are getting thrown in prison. That's more than has been done in years. Under Balzotti we would get a sweep around election time. Under Carpenter, this is all year long.

Bob Buckley, Chief of Staff to Brockton Mayor Bill Carpenter, resigns. Darren Duarte named new Chief of Staff
ETA: Apparently he was on a 2 1/2 year LOA . how long can you be in a LOA and come back with full pay and seniority?
Also, this will send BF and Farwell into a tizzy. He will make more as a teacher than he did as Chief of Staff,
"Buckley said it was his plan to return to the school system this year, but he was not certain it was going to happen at this point until he received a return letter from the school department earlier this week. Buckley, who was being paid $82,688 this fiscal year at the mayor’s office, said he expects that his pay will increase through his return to teaching. Buckley's position is going to be filled by Darren Duarte, who has served as the police communications director for about a month, after that role was abandoned since it was defunded by the City Council and it was the target of police union grievances."
Per WATD "Sources say a police union grievance that was filed regarding the initial hiring of Duarte, may have triggered the move."

Best of luck to Bob Buckley, met him once at a Ward meeting, good guy. Glad this a non issue..I'm glad the CC put pressure on this new position, it was a waste of $$.

Obviously, one way or another, Duarte was going to get a high ranking position.

Yes.
Took a LOA when became Chief of Staff. LOA are 1 year unless you are friend of Bill, then they're endless. Too bad we have a spineless SC, IMO.
